小学校英語必須化

皆さんご存知のように、英語は2020年から小学校必須科目となります。現在、折に触れ外国語助手(assistant language teacher)の手助けを受けることができますが、ほぼ小学校担任によってのみ英語が指導されているのが実情です。2015年の調査ですが、小学校教員の4.9%しか英語指導の免許を持っていません。一方で、それ以外の教員95,1%は無免許状態です。このような中、政府が考える英語能力の向上が実際できるのでしょうか。私案で恐縮ですが、まず外国語助手を正規の指導者とし、英語能力(英検準1級レベル以上)の日本人高齢者を外国語ボランティアとして小学校で英語指導するのはいかがでしょうか。授業前に十分な検討がなされた上で指導しますから極めて有効です。または英語圏との姉妹都市縁組をして児童ならびに教師を二~三ヶ月、ホームステイしてもらい学校授業に参加してもらうこともできなくはないでしょう。子供の語学吸収力はすばらしいものがあると思います。本気で小学生から英語を指導するのであれば、国・地方自治体の大胆な予算計上は必要不可欠ではないでしょうか。

 

As you know, English will become a required subject for elementary school kids in 2020. I wonder who will teach these English classes. In Japanese schools, English classes are usually run by a Japanese teacher, while in some cases, they have an English-speaker as an assistant. It is safe to say there is a lack of skilled teachers. In 2015, only 4.9 percent of elementary school teachers were licensed to teach English. The rest of them can’t teach English properly. What is the best way to improve kids’ English ability? First of all, how about recruiting elderly Japanese volunteers who have a good command of English as assistants, along with native English assistant language teachers who would run the class? Another idea is to introduce a sister school partnership. The kids and teachers from the countries where English is recognized as an official language can come to Japan for a two to three month homestay. When it comes to daily conversation, kids are fast learners. This would be much better and more efficient for kids to improve their language skills. In this regard, we will need to ask for a far bigger budget to be allocated to this project.
