Education is the common ground, perhaps the only common ground that all Americans walk on. But we are not organized that way. We have a totally decentralized system of education. Now that simultaneously leads to strong local ownership and community involvement in our education systems. When they work well, that works beautifully. But we leave some communities far behind when they do not work well.
　教育に詳しいクーナン氏のスピーチの冒頭を載せてみた。話言葉であるからやや荒い英語ながら、要は、教育の地方分権化をすればするだけ機能する学校とそうでない学校ができることを述べている。日本の先を歩むアメリカの問題点がスピーチ全体から読み取れる。ゆとり教育の次は教育の画一化からの脱皮、地方分権化。どの国であろうと明確なビジョンと行動指針をもって事にあたらなければ、とんでもない結果が待っているのではないだろうか。
